National Biodiversity Strategy 2030
21 action areas, 64 targets, one shared mission: The National Biodiversity Strategy 2030 (NBS 2030) is the German Government’s core strategy for nature conservation. It defines specific targets and measures for the conservation, restoration and sustainable use of biodiversity.
The NBS 2030 brings together measures from other programmes and strategies under one roof, including the Federal Action Plan for Nature-Based Solutions for Climate and Biodiversity. At the same time, it is a key instrument for implementing international commitments – in particular the Kunming–Montreal Global Biodiversity Framework (GBF) and the EU Biodiversity Strategy for 2030.
Implementation and Action Plans
The NBS 2030 is implemented through two successive action plans. The First Action Plan (2024–2027) contains around 250 specific measures to be implemented by various federal ministries and their subordinate authorities within a defined timeframe. In 2027, progress will be assessed and the findings will form the basis for the Second Action Plan (2027–2030). Together, the two action plans form the operational core of the strategy.
International and European Context
The NBS 2030 is closely linked to international and European agreements on biodiversity. It is an important instrument for implementing the Kunming-Montreal Global Biodiversity Framework (GBF) in Germany. The Framework was adopted in December 2022 at the fifteenth meeting of the Conference of the Parties to the Convention on Biological Diversity (CBD COP 15). It sets ambitious global goals and targets and is reinforced by mechanisms for implementation, monitoring and financing.
The NBS 2030 also takes into account other international agreements, including the 2030 Agenda for Sustainable Development and its Sustainable Development Goals (SDGs), as well as the Paris Agreement, by incorporating the relevant national strategies and programmes.
At European level, the NBS 2030 is closely linked to the EU Biodiversity Strategy for 2030 and, among other instruments, the EU Nature Restoration Regulation and its targets.
